HISTORY
Thomas lived the first thirty years of his life peacefully as a part of the Scotland Yard. His awakening as a Riskbreaker was violent, partially induced by his desperate will to survive a brutal attack from a criminal that he had been trailing. By the time the dust settled, he had killed the man and a number of his own comrades, and critically injured the rest of his team. The trauma of the incident had driven him to alcoholism, and was what eventually pushed his wife at the time to leave him.
This was when the Lady had Lucifuge agents approach him: when Thomas was at his weakest, and most susceptible to their brainwashing. He firmly believed that he was a demon that could only redeem himself by becoming a monster that fought against the Darkness by wielding his own. He subjected himself whole-heartedly to the teachings of the Lucifuge, and endured unspeakable horrors at their own hands as penace. By the 1900s, 173 was one of the finest agents of the Lady, unparalleled in his prowess and his devotion to “the cause”.
173 began to change after he met Marius Crowley, the original 108 before Samuel. Marius had come into the service of the Lady reluctantly, and often questioned, in his quiet fashion, the necessity of their methods along with their own identities as Numbers. An explosive rivalry slowly evolved into grudging respect, which paved the way for camaraderie and – eventually – love. It was Marius that made 173 start to doubt the man that he had become for the Lucifuge, and doubt the legitimacy of their own conspiracy. What 173 did not know, until it was too late, was the fact that Marius was actually attempting to find the truth behind the Lucifuge on his own. That was the real reason why Marius ran away, and also the real reason why Marius rejected 173 when 173 confessed his feelings: it was both because Marius loved a woman, and because Marius wanted to protect his partner from what he intended to do. All of this only came to light after 173 pulled the trigger on Marius and his wife, and brought Samuel to the Lady.
Because of this, 173’s history has, in a way, always been intertwined with the current 108’s. He was Marius’ lover, and – out of the love he still held for the man, and the guilt he felt over having to execute his old flame himself for the Lady – dedicated all of his efforts towards raising 108 and protecting him from the worst of the Lady’s activities with her “children”. In an attempt to eliminate both him and 108, the Lady sent 173 after 108 when the younger man defected. What ended up happening was that 173 joined 108 and went under the Methuselah’s protection. He became 108’s right hand man, as he believed that 108 was more suited to lead their contingent in the right direction.
The next life-changing event that Thomas had was meeting Inquisitor Bryce, an Uratha of the Iron Master tribe that had been recovered by Wolf’s Choice in the Canadian Rockies. The pair eventually fell in love, and got married in 2014, a year after Operation Nyx. Because of this, Bryce gained a number with the Thrones, and became one of the first “outsiders” to license with the compact.
As 108 was occupied with traveling the world and overseeing Thrones operations during the Darkest Vigil, Thomas mostly stayed in the Philippines and in Italy. He held the fort for the Thrones, leaving the two countries only when his presence was required during a major operation.
CURRENT STATUS
173 has since settled down permanently at the Regardi Estate in the West District of Falner. While he has not deactivated any of the licenses that he possesses with different conspiracies, he is rather occupied with administrative work over engagements that require him to be out on the field. He has also recently joined the Brotherhood of Violence – a concession on 108’s part, as 108 has always been aware of 173’s interest in the compact. Furthermore, the Thrones do need an official liaison to the Brothers and Sisters in Violence.
PSYCHOLOGICAL PROFILE
Thomas is a man who, as a result of a complete mental breakdown, chooses to become whatever cause he chooses to invest him through all of his words, all of his actions, and all of the skills that he possesses. He lets himself be defined by the order that a powerful external forces can provide for him because he doubts his own ability to stay stable on his own merit. This is not to say that he is easily swayed by any outward influence that he encounters. In fact, once he has grounded himself deeply into something, it becomes next to impossible to shift him away from his path, thus giving many who do not know him as well as his family and loved ones do the illusion of stability. That he believes that he clearly made the “wrong” decision by submitting himself totally to the Lady only increases his own self-doubt.
While being thrust into a position of leadership by merit of becoming a Throne, together with having to become a role model for the likes of 108, having to represent his “family” to the rest of the Vigil on the Wiseman’s Committee and having a stable husband have helped him start to believe in himself again, high-pressure situations always place Thomas in danger of deferring to another, or obsessively living out the tenants of his chosen cause at the moment.

COMMENDABLE/NON-FACTOR. 108 and 173 are equal in power and in influence; in some ways, in fact, it would be safe to say that 173 possesses an even greater amount of influence than his protégé, due to his position on the Wiseman’s Committee. 173 is also a force to contend with on the battlefield, because he is a Riskbreaker that has become Demonborn. As things stand, however, 173 has made his allegiances to Pax Deorum clear, and it is almost certain that the rest of his compact will follow suit on his word whenever necessary.
